I am not sure if Jabber.org is blocking connections from the Riseup VPN, or if Riseup is blocking connections to Jabber.org. Everything was fine yesterday, and today I am unable to connect to Jabber.org XMPP service, or ping their site.
Is there any way of looking into this, or helping me figure out how to get this resolved?

It seems to be working today, albeit a bit spotty. It occasionally fails to connect (using Pidgin), but is very fast to connect without the VPN. It didn't seem characteristic of either organization to be blocking the other, but I wasn't sure. Interesting... perhaps Jabber.org is doing some kind of server maintenance or transitions. I'll just wait it out. Thank you for the reply.
