Russian government plans to block VPN

I know of no solution to using the VPN if they block the IP. However, you certainly can use Tor.

Well there are some elegant workarounds other VPNs would implement, I wonder if Riseup is going to do something similar to e.g. this https://zenmate.com.ru/promotion/zapret-vpn/

Unfortunately, it's unclear what they're doing differently. If you're familiar with the technical details, please elaborate.
