Should I have a PGP key for Tor usage and one for Jon Tor use? Or should I use the same one for both?

I'm unsure what you mean by "Jon Tor", can you clarify?
In general, we think that it is much easier to just have one key. PGP keys are complicated and managing just one of them properly can be difficult. Having two of them, and switching between them to manage different identities is bound to fail!
