I was trying to reopen a riseup.net email account that I had not checked in months, but I had forgotten the password. I used the recovery by email option, and found my email "closed." Is this caused by the recovery via email, or by neglect, and can it be reversed?

Yes, it can. Please go to https://account.riseup.net and login there (don't change your password, just login). After you are able to login the account will be reactivated.
Accounts not used get deactivated after a year, so we stop accepting mail from them. During that tiem they can be reopened with a login into account.riseup.net
