Does this affect how I see emails? Do others outside riseup still get normal emails from me?

Are you talking about on https://account.riseup.net ? We recently implemented a new feature which personally encrypts your messages and only you can unlock them when you login, read the "Personally encrypted email storage" section on this page
https://riseup.net/en/email#what-is-special-about-riseupnet-email
If you enable that, it just effects the mail as it's stored on the server, mail to people outside riseup would be the same as before.
