As of a few weeks ago, I am being bombarded with spam email and 95%+ of it is not being caught in the spam filter. I did not sign up for an email lists recently nor did I enter my email address on any sort of website that might otherwise share or steal it. I'm getting 70+ spam emails a day now and nearly all of them are not being caught in the spam filter.

Nothing changed on our end recently, maybe one spammer sold their list to another and more is getting sent to you, or the spammer have gotten better about getting past the filters?
Try logging into https://account.riseup.net and adjusting your spam settings, you should be able to stop it with that.
